The Dubai Virtual Assets Regulatory Authority (VARA), the regulator that oversees cryptocurrency laws in Dubai, has set out strong policies for virtual asset service providers (VASPs), a move that crypto infrastructure provider Aquanow hails as setting the “golden standard” in crypto governance. “VARA’s application process is rigorous and its licensing standards are high, making this a major milestone… VARA has cemented the UAE’s position as a leader in the emerging crypto economy for years to come.” The Dubai Virtual Assets Regulatory Authority (DAVA) was established in March 2022 to oversee and develop the Web3 ecosystem in Dubai, and issued comprehensive crypto regulatory guidelines in February 2023 for VASPs, including four mandatory rulebooks, seven activity-specific rulebooks setting out the operating rules for VASPs, and one rulebook for issuing VAs. The regulator also used a four-stage licensing process before announcing the phasing out of the Minimum Viable Product (MVP) license in January.
